- Serves as the Kaohsiung city labor administrative system's window on employment transition services for graduates of various educational levels, by developing vocational rehabilitation plan, and referring eligible candidates to job placement agencies or other agencies for follow-up services.
- Coordinates the responsibilities and duties of job placement/transition agencies. Incorporates relevant services such as vocational evaluation, job placement and vocational training to offer comprehensive vocational rehabilitation services for the disabled.
